Why can't most black people make it?

With AFFIRMATIVE ACTION giving away free schooling, room and board, transportation and being first in line for jobs. Plus money to start their own businesses. Why is the unemployment and school drop out rate so high for blacks? Many people would die to have opportunities like that.
