Was Saddam Hussain Evil, Irrational, and could he have been contained?

Not only could he be contained, he was being contained. He had no capabilities whatsoever to do anything to the outside world. He was a tyrant, no doubt. But, the US has supported people who are just as bad, if not worse than him. Kuwait's government is one of the most ruthless governments in the world. At one time, the US supported Osama bin Laden. Saudi Arabia has a record of human rights violations.
